He was predeceased by: his parents, Robert Starkey and Susan Starkey (Mohr); and his grandmother Alvina Starkey. He is survived by: his wife Rose Cassiday; his children, Bill Hall, Jennifer Hiebenthal and Telma Fletcher (Justin); and his siblings, Debbie Starkey, Kathy Andrus (Rick), Laurie Dunlop (George) and Steve Starkey (Lana). He is also survived by 9 grandchildren and 6 great grandchildren; and many nieces and nephews.
