He was predeceased by: his parents, C. Eugene Halsey and Zelma Halsey (Lingenfelter); his sons, Wayne Halsey and Scott Halsey; and his brother-in-law Dick Read.

He is survived by: his wife Hazel; his children, Sharlene DeKay (Kevin) of Chambers, Charles Halsey of Kansas City, MO, Sharon Halsey of Aurora, CO and Gary Halsey (Tracy) of Chambers; his daughter-in-law Amy Halsey of Chambers; his grandchildren, Sarah Badje (Reid), Leanne DeKay, Travis Halsey (Sadie Heckert), Tory Halsey, Chase Halsey and Sage Halsey; his great grandchildren, Red Badje, Ruger Badje and Ruby Badje; and his sister Jennie Read of O'Neill. He is also survived by many nieces, nephews, and cousins.
