He was predeceased by: his parents, Moncloe "Pete" Milligan and Edna Milligan (Hight); his wife Judy; his sons, Cory Milligan and Stacy Milligan; his parents-in-law, George and Adaline Jorgensen; his brothers, Wayne Milligan and Edwin Milligan; and his siblings-in-law, Kathy Hochstein, Mona Meyer, Marvin Paulsen and Bob Meyer.

He is survived by: his sons, Troy Milligan (Carolyn) of Armour, SD, Shawn Milligan (Elizabeth) of Wayne and Shane Milligan of Belden; his daughter-in-law Jessica Hensley of Bennington; his sister Lola Paulsen of Winside; and his siblings-in-law, Cindy Milligan of Wayne, LaVerle Hochstein of Carroll and Steve Jorgensen (Gwen) of Norfolk. He is also survived by 11 grandchildren; eight great-grandchildren.

Memorials may be directed to the Jesse's family for later designation.
