He was predeceased by: his parents, William Lloyd Cowan and Nelle Mae Cowan (Cushman); his son Jeffery; and his sisters, Peggy Reed (Neil) and Bonnie Johnson (Marvin).

He is survived by: his wife Leota L.; his sister Alice Sheets (LeRoy) of Central City, NE; and his children, Jay Cowan (Susan) of Wheatland, WY, Christian Cowan of Guernsey, WY, Vickie Lewis (Tim) of Guernsey, WY, Chet Wiese of Blair, NE and Tena Boucher (Eddie) of Blair, NE. He is also survived by eight grandchildren and 18 great-grandchildren; numerous nieces and nephews.
