He was predeceased by: his parents, Leroy "Fritz" Penner and Phyllis "Gwen" Penner (Cass); his siblings-in-law, Marty Penner and Norman Thompson; and his parents-in-law, Vic and Maggie Thompson.

He is survived by: his wife Steph of Aurora; his children, Traci Willey (Norman) of Gibbon and Sean Penner (Emily) of Kearney; his grandsons, Benjamin Willey (Jordan Hinton), Isaac Penner and Levi Penner; his brother Steve Penner (Dee) of North Platte; and his siblings-in-law, Michael, Diane Thompson of Sutton, Don, Dawn Haymart of Aurora and Mary Thompson of Alta Vista, KS. He is also survived by many nieces, nephews and other relatives and friends.

Memorials may be made to the family to designate at a later date.
