He was predeceased by: his parents, Robert Roland Phelps and Margaret Gough Phelps; and his siblings, Bobby Phelps and Brenda Rivers. He is survived by: his wife Shirley Styers Phelps; his daughters, Allison Phelps King (Chris) and Robin Leigh Phelps; his grandchildren, Rawley and Everleigh King; and his sisters, Sandy Snyder (David) and Sue Waddell (Wally). He is also survived by several nieces and nephews.

In lieu of flowers, memorial donations may be made to Well Care Hospice, 146 Dornach Way, Bermuda Run, NC 27003.
