It is with great sadness that we announce the death of Mary Frances Todd Phelps of Windsor, North Carolina, who passed away on February 14, 2023, at the age of 87, leaving to mourn family and friends. She was predeceased by: her father Francis Todd; and her husband Percy Francis Phelps. She is survived by: her children, Patricia Gammon (David) of Williamston, Peggy Phelps of Windsor and Everett Phelps; her brothers, Jack Todd of Williamston and Richard Todd of Fort Recovery, OH; her grandchildren, Evelyn Jenkins (Nick), James Phelps and Blaze Gammon; her great grandchild Lucy Jenkins; her stepsister Jane Jamerson of Indiana; and her adoptive daughter Sylvia Parker of Garden City, CA..
