He was predeceased by: his parents, Samuel E Foote and Doris Annette Foote; his daughter Barbara; and his wife Rosemary Kehoe. He is survived by: his children, Emerson Lee Jr., Randall Foote and Carroll Downing.

He was active in the Memorial Fund and in campus modernization.
