He was predeceased by: his parents, Victor Reeves Owenby and Helen Conner Owenby Webb; and his sister Mary Helen Webb. He is survived by: his wife Sandra Mintz Owenby; his children, Jessica Ann Owenby of Waynesville, Harley Glenn Owenby, Jr. (Stacy) of Waynesville and Jodi Leigh Owenby Parris of Waynesville; and his siblings, Victor Edwards Owenby (Kathy) of Waynesville, Alma Rose Reagan of Waynesville, Jimmy Wayne Owenby (Patricia) of Waynesville, Richard Lee Owenby (Claudette) of Clyde, Billy Darrell Owenby of Waynesville, Rose Marie Chapman (Jeremiah Green) of Waynesville and William Gifford Webb, Jr. (Amy) of Canton. He is also survived by seven grandchildren.
