He was predeceased by: his brothers, Tom Wells Whitley and Guy Burbage Whitley. He is survived by: his wife Reba Owens Whitley; his son Robert Wilbur Whitley III (Grace) of Washington; his grandsons, Robert Wilbur Whitley IV, Lewis David Whitley and John Elliott Whitley; and his sister Dona Whitley Apple of Washington.
