She was predeceased by: her parents, Arthur Waters and Elizabeth Latham Waters; her former husband Albert D. Rouse; her husband Joe C. Biggs; and her sisters, Alma Biggs, Gladys Jones and Agnes Wallace.
She is survived by: her sons, Danny Rouse of Tallahassee, FL and David Bryant Rouse (Bennette); and her grandchildren, Allison Rouse of Tallahassee, FL, Caroline Rouse Gilliland (Andrew) of Jacksonville, NC and Blake Rouse of Washington. She is also survived by several nieces and nephews.
