He was predeceased by: his parents, Billy Wiggins and Christine Wiggins; his wife Leona Mercer Wiggins; and his siblings, William Wiggins, Jessie Wiggins, Hardy Wiggins and Sally Metts.
He is survived by: his children, Joseph Franklin Wiggins, Jr. (Gloria) and Sherri Meadows (Kelvin); his siblings, Fleming Wiggins, Audrey Register and Myrtle Johnson; his grandchildren, Samantha Bennett (Kenny), Joey Meadows and Alea Meadows; his stepdaughter April Rouse (Fredrick); and his stepgrandchildren, Megan Wills and Chasity Smith.
