It is with great sadness that we announce the death of Victoria Pannel Herbert of Tarboro, North Carolina, born in Washington, District of Columbia, who passed away on September 14, 2022, at the age of 68, leaving to mourn family and friends. Family and friends are welcome to send flowers or leave their condolences on this memorial page and share them with the family.
She was predeceased by: her father Melvin Wendell Pannell. She is survived by: her sons, Kenneth Herbert, Jr. of Lynchburg, VA and Joshua Herbert of Washington, DC; her granddaughters, Lavina Herbert of Alexandria, VA and Joy Herbert of Washington, DC; and her siblings, Melvin Pannell of Washington, DC, Mevina Kellbrew of Washington, DC and Leona Jackson of Washington, DC. She is also survived by eight grandchildren, and a host of other loving relatives and friends.
