He was predeceased by: his parents, Ernest Phillips and Hildreth Glancy Phillips. He is survived by: his wife Ivia Irene Douglas Phillips; his children, Gene Higdon (Becky) of Hubert, Thad Phillips (Dawn) of Anchorage, Mark Phillips of Palmer, Alaska and Cathy Marchal (Randy) of Salem, Oregon; and his brother Kenneth Phillips (Sandy) of Swansboro. He is also survived by eight grandchildren and seven great grandchildren.
