He was predeceased by: his parents, Winfred J. Howell and Blanche Griffin Howell; and his sister Marie Howell. He is survived by: his wife Mary Clapp Howell; and his children, Charles S. Howell II, Rhonda Lewallen (David Norton) and Cheryl Thacker (Allen Thacker, Jr.). He is also survived by six grandchildren and 10 great-grandchildren.
