With heavy hearts, we announce the death of Richard Foster of Sneads Ferry, North Carolina, born in Camp Lejeune, North Carolina, who passed away on August 1, 2021 at the age of 66. Family and friends are welcome to leave their condolences on this memorial page and share them with the family.

He was predeceased by: his parents, Daniel Foster and Francis Foster; his daughter Tegan Marie Foster; and his brother Wilfred Scott Foster. He is survived by: his wife Teresa Foster; his sister Denise Elaine Foster (Robert) of Virginia; and his grandchildren, Anna Foster, Teagan Foster and Madison Stoller.

“I had the pleasure to know and work with Rick while in the US Navy and afterwards at Johns Hopkins, Applied Physics Lab. I first meet Rick in Guam, where he loved to dive and race around in his little red sports car. Rick was always very passionate about his work and was proud to have been an OTA. His knowledge of Surveillance Systems and the history of our community was impressive. For 35 years, Rick was a friend, mentor and Chief, who I will miss. Fair Winds Friend”
