He was predeceased by: his parents, Jessie James and Downie Locklear; his wife Joyce B. Locklear; his son Michael L. Locklear; his granddaughters, Nicolette and Hilary Jacobs; and his son-in-law Willie W. Jacobs, Jr..
He is survived by: his children, Vanessa L. Jacobs, Ramona L. Clark, Jennifer C. Locklear and Joseph K. Locklear (Jeannine); his grandchildren, Andrew (April), Adrenia, Michael Jr. (Amber), Margaret (Alex), Garrett and Derwin (Connie); his great grandchildren, Wyatt, Wryder, Jacob, Jayla, Josiah, Adrianna and Shianiah; his friend Teresa Lowery; and also Carol Jones.
In lieu of flowers, Mr. Joe has requested that donations be sent to the Gibeon's International towards the purchase of Bibles.
