He was predeceased by: his parents, Loomis Bobby "L. B." Phelps and Mary Frances White Mason; his stepmother Olivia Langer Phelps; and his half-sisters, Elizabeth "Sissy" Phelps and Shirley Wetzer.
He is survived by: his wife Martha Twiddy Phelps; his son Robert L. "Bobby" Phelps, Jr. (Missy) of Cape Carteret; his sister Mitzi Sexton of Perry; and his half-siblings, Betty Sue Gibson of Monks Corner, SC and Charlie Phelps of Pensacola, FL. He is also survived by other extended family members and friends.
