He is survived by: his wife Lu Ann Barringer Phelps; his children, Rita Phelps Ramsey (John) of Mount Ulla and Richard Fred Phelps of Rockwell; and his grandchildren, Jaxon, Janson, Annistyn Ramsey and Maverick Phelps.
