He was predeceased by: his parents, Horace E. Blackwell Sr. and Ethel L. "Effie" Barnes; his former wife Mary E. "Jean" Curry; his siblings, Catherine M. Blackwell and Heloise K. Strain; and his great grandchildren, David C. Mealey and Deanna A. Blackwell.
He is survived by: his wife Loma G. Walling Blackwell; and his children, Joel T., Charles A., Sarah L. Blackwell, Bobby and James Chandler. He is also survived by 10 Grandchildren, & 12 Great-Grandchildren.
