He was predeceased by: his father J. T. Billingsley; and his brother-in-law Keith Jacobs. He is survived by: his mother Louise Billingsley; his wife Betty Jacobs Billingsley; his daughter Holly Billingsley Brooks (Seth); his brothers, Kenneth Billingsley (Debra) and Roger Billingsley (Phyllis); his grandchildren, Raegan Marie Brooks and Coleson Wayne Brooks; and his siblings-in-law, Carol Beck (Allen), Lori Jacobs, Taylor Jacobs (Ianthia) and Tim Jacobs (Amy). He is also survived by his family, especially his wife and daughter.
