He is survived by: his mother Annette Locklear of Raeford; his wife Rachel Edwards Locklear; his siblings, Raymond Locklear (Shirley), James Ray Oxendine (Telisha), Heather Hernandez (Estalin), April Locklear of Charlotte and Tammy Locklear of Raeford; and his nieces and nephews, Santana Locklear, Gloria Hernandez, Selena Locklear, Olivia Oxendine, Breanna Oxendine, Joshua Hernandez, Robert Lowery and Thomas Lowery. He is also survived by other relatives and friends.
