He was predeceased by: his parents, Vonnie Locklear and Norma Lee Goins Locklear; and his siblings, Lonnie Locklear, Catherine Locklear, Ready Bell Locklear and Harvey Lee Locklear.
He is survived by: his daughter Melody Locklear; his wife Mildred B. Locklear; his sons, Gary Locklear (Audrey) of Raeford, Charles Godwin (Anna) of Aberdeen, Harvey Lee Bullard (Sheila) of Red Springs and James Bullard (Sandra) of Pembroke; and his nephew Russell Locklear (Nevelyn). He is also survived by sixteen grandchildren, eighteen great grandchildren, two great-great grandchildren, nieces, nephews, and a host of other relatives and friends.
