He was predeceased by: his parents, Alton Locklear and Julia Mae Jackson Locklear. He is survived by: his wife Rachel Henderson Locklear; his children, Billy Ray Locklear (Carol) of Red Springs, Kevin Locklear (Debbie) of Raeford, Diane Locklear (Timothy) of Red Springs and Kristy Dawn Locklear (Hoke County) of Red Springs; his grandchildren, Brandon (Sarah), Ryan (Julia), Timothy, Austin, Dustin (Morgan), Logan, Noah, Hannah, Jordan, Karissa and Colten; his great grandchildren, Julia, Jamison, Jared, Sofia, Makai, Gabriel, Owen and Jolina; his siblings, Clifton Locklear of Shannon, NC, Olia Mae Scott of Red Springs, NC and Dorothy Locklear of Red Springs, NC.; his niece Brenda Woriax; and his nephews, Don Mikle Woods and Willie Davis Woods.
