He was predeceased by: his parents, Woodrow Wilson and Cena Jane Blevins Owens; his wife Judie Raye Hall Owens; and his siblings, Bobby Owens, Lucille Call, Kathleen Rhodes and Carol McCarter.

He is survived by: his children, Charlie Ray Owens of North Wilkesboro, Janet Owens Estep (Bryan) of Moravian Falls, Darrell Owens of Rock Creek, Kenneth Owens (Kelly Owens) of Wilkesboro and Mark Owens of Rock Creek; his brother Eugene Owens (Brenda) of North Wilkesboro; his grandchildren, Matthew Estep of Moravian Falls, Makayla Bullard (Dillon) of Moravian Falls, Amber Grayce Mandel (Phil) of Omaha, Brynn Owens of Hays, John Owens (Courtney) of Huntersville, Kendall Owens of Wilkesboro, Blake Owens of Wilkesboro and Katie Owens of North Wilkesboro; and his great grandchildren, Georgia Mandel of Omaha, Nebraska., Leah Mandel of Omaha, Nebraska., Lanie Mandel of Omaha, Nebraska. and Lydia Mandel of Omaha, Nebraska..
