It is with great sadness that we announce the death of Noel Starr Smith of New Bern, North Carolina, who passed away on July 7, 2022, at the age of 40, leaving to mourn family and friends. She is survived by: her children, Makayla Ramsey, Hayden Smith and Baylee Smith; her parents, Kim Baucom and Sheila Clark; her adoptive father Rusty Clark, Jr.; her siblings, Sunshine Jones (Dan), Russell Clark, III, Bryan Clark and Skylor Clark; and her granddaughter Karisma Perkins.
