He was predeceased by: his nephew Louis; his son Michael Vance Bell; his parents, Joe Bell and Mamie Cherry Bell Whaley; and his siblings, Mary Smith, Bobby Bell and Ronald Bell.
He is survived by: his wife Carolyn Herring Bell; his children, Billy Ray Bell, Jr. of Mount Olive, Donna Bell Rivenbark (Stuart) of Mount Olive, Jennifer Bell (Bill Stanley) of Mount Olive and Pamela Bell Smith (Phillip) of Mount Olive; his grandchildren, Dusty, Jessica, Chase, Trevor, Elizabeth, Laramie, Mikayla, Austin, Kylie, Ava Claire, Kelsey, Lacey, Colby, Milly and Madilyn Rae; his siblings, Thelma B. Barnett (Henry) of Kenansville, Adrian Bell (Sue) of Kenansville and Gary Bell (Teresa) of Kenansville; and his niece Hazel Herring. He is also survived by several great-grandchildren.
