He was predeceased by: his parent Phillip Carter. He is survived by: his parent Mary Thomas Carter; his wife Elisa Darlene Walker Carter; his children, Dillon Michael Carter, Elizabeth Blake (David), Elisha Gillespie and Jason Windsor; and his brother Junior Carter (Libby).
