He was predeceased by: his parents, Edward Powell and Vivian Powell; his brothers, Edward T. Powell Jr., Billy Powell and Joe Powell; and his son-in-law Daniel Small.
He is survived by: his aunt Mavis; his uncle Gilbert Glancey; his wife Elizabeth Paulette Powell; his children, Julie Small of Newport and Kevin Powell of Raleigh; his grandchildren, Samantha Alvarado (Nathaniel) of Newport and Charles Thompson (Chelsea) of Havelock; his great grandchildren, Ezmia, Santiago and Elias; his nieces and nephews, Dianne, Larry, Jody, Timmy and Tonya; and his cousins, Daniel, Joshua, Jasmine and Jessica.
