She was predeceased by: her parents, George Starnes of Washington and Willie Mae Plyer Starnes of Monroe; her husband Walter Lee Starnes Sr.; her siblings, Bernice McGuirt, Henry Starnes and Patsy Starnes; and her great grandchild Thomas Howell.
She is survived by: her children, Evelyn Howell (James) of Monroe, Lee Starnes of Monroe and Brenda Westcoat (Gary) of Pennsylvania; her grandchildren, Butch (Bonnie Griffin) of Monroe, Jeff of Monroe, Donald Howell (Everil) of Monroe, Dawn Marie Westcoat Katz (Tim) of Monroe, Tyler Starnes (Brittany) of Monroe, Chelsea Starnes of Monroe, Eric of Monroe and Cameron Tarlton of Monroe; her great grandchildren, Julie McCain (Scotty), Wyatt Howell (Alyssa), Sydney Howell and Brylee Starnes; and her great great grandchildren, Bailey Howell, Chloe McCain and Sean McCain.
