He was predeceased by: his parents, George Turner Carter and Mary Little Carter; his wife Betty Jo Carter; and his daughter Diane Carter Mussu. He is survived by: his sons, Wilbert "Buster" Carter, Jr. (Connie) and Ricky Carter (Brenda). He is also survived by 10 grandchildren and 8 great grandchildren.
