He was predeceased by: his parents, Jesse B. Bullard and Vonnie E. Bryant Bullard; his son Kenneth Bullard Jr.; his siblings, Jakie, Daniel Bullard and Monica Bullard; his sisters-in-law, Gloria and Sue Ellen Bullard; and his nephew Paul Rudyard Locklear.

He is survived by: his wife Nellie M. Bullard; his children, Keith Bullard (Debbie), Kevin Bullard (Lisa) and Kimberly Bullard Quick; his son-in-law Will; his grandchildren, Destiney, Kendra, Presleigh, Kyra, Kristen, Kinsley, Kaisley, Cory and Kendrick; and his siblings, Ruby B. Locklear (Paul), Sallie B. Locklear, Patricia Bullard, Rosa Bullard (Gurney), Jesse Bullard Jr. (Gerita), Wilbert Bullard (Elvie), Larry Bullard (Wanda) and Edward Bullard. He is also survived by many relatives and friends.
