He was predeceased by : his grandparents, Varser and Martha Lee Bullard; and his father-in-law Franklin Oxendine. He is survived by : his parents, Harbert Locklear and Debbie Bullard Locklear; his wife Reena O. Locklear; his sister Luciana Locklear (Brian) of Maxton; his nieces and nephews, Keith, Currie Locklear, Aiyana, Zyana Ransom and Amber L. Oxendine; his cousin Pete Cummings; his close friends, Dano Brewer and Adam Edwards; and his caregiver Darlene Quick. He is also survived by his in-laws; and a host of other relatives and friends.

Visitation was held on Saturday, June 29th 2024 from 1:00 PM to 2:00 PM at the Hoke County Church of God (1800 Balfour Rd, Red Springs, NC 28377). A funeral service was held on Saturday, June 29th 2024 at 2:00 PM at the same location. A burial was held on Saturday, June 29th 2024 at the Oxendine Family Cemetery (1205 Highland Games Rd, Red Springs, North Carolina 28377, United States).
