He was predeceased by: his parents, Leora Vice Phillips and Worth Odell Phillips; and his wife Karen Ruth Young Phillips. He is survived by: his children, Renee Phillips Simpson (Chuck) of New Bern, NC, Roy "Chip" O. Phillips, Jr. (Jennifer) of Manteo, NC and Kevin Lee Phillips (Stephanie) of Manteo, NC; his grandchildren, Rhett, Phillip, Abby Simpson of New Bern, NC, Roy O. "Tripp" III, Sarah Lynn and Maddie; his son Trent Phillips of Manteo, NC.; and his sisters, Eileen Phillips Stanford (Bob) and Sharon Phillips Hammond (Geoffrey).
