He was predeceased by: his parents, Richard "Sie" Scarborough of Wanchese, NC. and Joy Tillett Scarborough of Wanchese, NC.; and his brother-in-law Daniel "Danny" Talbott of Rocky Mount, NC.. He is survived by: his wife Annette Midgett Scarborough; his sons, Richard "Ricky" Vance Scarborough, Jr. (Sarah), Neil W. Scarborough and Heath A. Scarborough (Melissa); his grandchildren, Ava, Lily, Harley and Gabriel Scarborough; his brother Reginald "Reggie" H. Scarborough, Sr.; his sister-in-law Bea of Lakeland, FL; his sister Myrlene S. Talbott of Manteo, NC; and his siblings-in-law, Gary Midgett of Manteo, NC, Kenneth "Kenny" Midgett of Wanchese, NC, Ramona Wescott of Manteo, NC and Amy Gamiel of Wanchese, NC.. He is also survived by three nephews, seven nieces- and nephews-in-law.
