He was predeceased by: his parents, Harold Carter, Sr. and Allene Gertrude Harrison Carter; his daughter Rowena Hughes (Scott); and his sisters, Rowena Warren and June Votik.
He is survived by: his wife Norma Aycock Carter; his daughters, Linda Lee Carter (Rick), Catherine Carter Hunter (Ivor) and Ashley Williams; and his brother James Carter (Leslie). He is also survived by grandchildren and great-grandchildren.
