He was predeceased by: his parents, Theodore Lafayette "Bud" Tolbert and Velma Brown Tolbert; and his son Michael Scott Tolbert. He is survived by: his wife Marguerite Pope Tolbert; his son Billy Gene, Jr.; his daughter-in-law Patti Tolbert of Mount Holly; his grandchildren, Jessica Tolbert MacIntosh (Brian) of Belmont and Benjamin Tolbert of Mount Holly; and his great grandchildren, Logan and Isabella "Izze" MacIntosh. He is also survived by nieces and nephews.

In lieu of flowers, memorials may be made to St. Jude Children's Research Hospital, 2101 Rexford Rd., #165W, Charlotte, NC 28211.
