He was predeceased by: his parents, Joseph H. Brown, Sr. and Jean B. Allaband; and his wife Barbara "Libby" Senter Brown. He is survived by: his sister Delores "Dee Dee" Kells (Richard "Dick") of Fayetteville, NC; his stepchildren, Scott Douglas Dellinger (Dawn Renee) of Lincolnton and Lisa Marie Dellinger Bagwell of Lincolnton; his siblings-in-law, Torrence "Allen" Senter of Raleigh and Jill Dean Senter Woods of Charlotte; his grandchildren, Kirstin McKahl Pulcini (Jonny), Chayton Allen Dellinger, Caillou Douglas Dellinger, Corporal James "Jake" Harold Bagwell, Jr. and Lauren "Lexi" Alexis Bagwell; his nephew Richard "Rich" Kells (Andrea); his great-nieces and great-nephews, Naomi and Maryanna of Durham; his nephew John Kells (Lacy); and his great-nieces and great-nephews, John Palmer, Mary Prescott and Simone "Simmie" of Fayetteville, NC.

Memorial contributions may be made to the Salem Baptist Church Benevolent Fund, 1982 Salem Church Road, Lincolnton, NC 28092, or to a charity of one's choosing.

“The first time I met Joe was in Pineville at a GIS event. He was going back to school. He then came on board at Mecklenburg County, and we worked close for many years.
