He was predeceased by: his parents, Thomas Odis Costner and Nellie Mae Franklin Costner; his wife Carolyn Champion Costner; and his daughter Robin Costner Bumgardner. He is survived by: his daughter Wanda Costner Ramsey of Fallston; his grandchildren, Nikki Cook (Jeff), Stacey McMurry, Lindsey Lawson (Shante) and Mark Bumgardner; his grandson-in-law Elliott McMurry; and his great grandchildren, Hannah Cook, Peyton Cook, Bailee Cook, Olivia Ramsey, Preslee McMurry, Gaige Lawson, Laila Lawson and Cash Lawson.
