He was predeceased by: his mother Sally Mae Locklear; his stepfather Roscoe Locklear; his wife Zelder Patricia Cummings; his sons, Gary Joe Locklear and Rev. Jerry Oxendine; his father Jack Smith; and his brothers, Eugene, Jimmy, Steward and Bunker Smith.
He is survived by: his children, Valerie Locklear Cantrell (Leon) and Larry Joe Locklear; his siblings, Lois Lowery, Terry and Mitchell Smith; and his daughters-in-law, Dorothy Oxendine and Sharon Phillips. He is also survived by 9 grandchildren; 14 great-grandchildren.
