He is survived by: his wife Mary Frances Locklear Starner; his children, Richard Starner, Jr. (Christy) of Laurel Hill, Caroline Starner of Laurel Hill and Mary Ann Britt (Stacy) of Wagram; and his siblings, Steve Starner and Lavon Gilbert of Michigan. He is also survived by eight grandchildren, many great grandchildren, along with his nieces, nephews, and friends.
