Carter, Sr. and Betty Lou Blackwell; and his siblings, Edward Carter (Sanda) of Georgetown, SC, Sarah Diane Tyndall (Earl) of Laurinburg, Carolyn C. Gibson (Billy) of Laurel Hill and Anita C. Kelly (Edward). He is also survived by nieces, nephews and many friends.
