He was predeceased by: his grandson Dustin Wayne Howell of Virginia Beach, VA.. He is survived by: his wife Etta Elaine Clark; and his children, Roy Clark (Kim) of Knotts Island, NC, Pam Howell (Steven), Kim Bowles, Julie Clark (Sally) and Beth Coulling (David). He is also survived by eleven grandchildren; and nineteen great-grandchildren.

Memorial donations may be made in Ned's name to Knotts Island United Methodist Church, 677 Knotts Island Road, Knotts Island, NC 27950.
