He was predeceased by: his parents, Gideon Ballance and Pennie Barnes Ballance; his wife Rose Hales Ballance; his daughter Gail Brown; and his siblings, Ethel Radford, Irene Boyette, Kathleen Woodard, Betty Mercer, Bob Ballance and Elmer Ballance.
He is survived by: his children, William Paul Ballance of Pikeville and Glenda Raynor of New York. He is also survived by 4 grandchildren and 9 great-grandchildren.
