He was predeceased by: his parents, Bynum O. Payne and Maudelee Cloninger Payne; and his brothers, Ray and Glenn Payne. He is survived by: his wife Gail Phillips Payne; and his sons, Philip Payne (Janice) of Newark, Del and Mark Payne (Sharon) of Greenville, SC. He is also survived by four grandchildren and three great grandchildren.

Memorials may be made to Trinity United Methodist Church.
