He was predeceased by: his parents, Virgie Geneva Hatley Billings and Jackson Theodore Billings; his sister Frances Lavan Billings Turner (Oneil); and his brother-in-law Frank Blackwelder. He is survived by: his wife Sandra "Sandi" Burleyson Billings; his sons, Charles "Eric" Billings, Michael O'Neil Billings (Cheryl), Chad Nelms and Jason Nelms (Allison); his siblings, Joan B. Blackwelder and Jack Billings (Jo); his grandchildren, Lindsey Kells (CJ), Alyson Billings, Hannah Elizabeth Billings, Eric Seth Billings, Caden James Nelms and Caroline Laura Nelms; his great grandchildren, Owen, Juliette, Austin and Salem; and his pet Bailey Boy.
