He was predeceased by: his fathers, Garfield McNeill and George Annie Hoosier McNeill; his wife Pollie Janie Richardson; and his siblings, Sanford McNeill, Robert McNeill, Charlotte Bare and Lenoir Elliott.
He is survived by: his children, Charlene Brooks of Huron, Marlene Cromer of Cleveland, Ohio and Garvin McNeill, Jr. of Norfolk, Virginia; his siblings, Bernard McNeill (Linda) of Lansing and Sharon Hennis (Jimmy) of Raleigh; his grandchildren, Skylar McNeill, Mychai McNeill, Gavin McNeill, Erin McGinty, Danny Gonsor, Jake Gonsor, Joshua Brooks of Huron and Brittany Brooks of Vermillion, Ohio; and his great grandchild Jadon Paul Brooks of Huron, Ohio. He is also survived by several nieces and nephews.
