He was predeceased by: his parents, Robert Lee "Buck" Starnes and Virginia Rufty Starnes; and his brother Roger Starnes. He is survived by: his wife Barbara Lambert Starnes; his son Michael Neil Starnes (Lynne); his grandchild Hayden Hall; his daughter Kathy Starnes Carpenter (Clay); his grandchildren, Maggie Carpenter and Nathan Carpenter (Lauren); and his great grandchild Iris Carpenter.
