He was predeceased by: his parents, Ernest Graves Powell and Ruth Louise Gallagher Baxter; and his sister Sandra Herndon. He is survived by: his nephew Justin Cornell; his wife Rebecca Moxley Powell; his children, Dee Dee Cates and Robert Powell (Karla); his grandchildren, Cameron Powell, Tyler Cates, Patrick Powell, Austin Cates and Dylan Cates; his siblings, Debbie Smallen, Dale Spikes, Sheldon Powell and Russell Ross; and his aunt Kathy Gallagher. He is also survived by several nieces, nephews, and cousins.
