He is survived by: his wife Kathy B. Waters; his children, Christy Hardin (Jeff), William E. Waters, Jr. (Lynette), Michelle W. Odom (Bryan Smith), Kandy Orlosky and Mark Waters; and his brother Henry Thomas Waters.
